III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection of the Munger Canyon Mine conducted by Mike Boulay of the DRMS <br /> Grand Junction Field Office on April 21, 2010. I was not accompanied by an operator representative <br /> during the inspection. Weather conditions were cloudy and cool. Ground conditions were dry. The <br /> majority of the mine site is reclaimed and there was no activity at the site during the inspection. <br /> Roads <br /> During the last inspection, I could not gain vehicle access to the site due to the combination lock at the <br /> entrance gate being changed out. I now have the correct combination number and was able to gain <br /> access. The access road to the mine site was dry and the road was in good condition. No problems <br /> were noted along its entire length up to the former portal bench access road. <br /> Hydrologic Balance <br /> East Salt Creek was flowing with turbid water. Munger Creek had no flowing water and was only <br /> damp in a few locations. Ditches and culverts associated with the reclaimed waste disposal site, the <br /> cover soil stockpile, and the topsoil stockpile locations were in good condition and well maintained. <br /> The waste disposal area sediment pond was dry. The inlet and discharge structures were stable and no <br /> problems were noted. The pond embankment showed no signs of erosion or other problems. <br /> Processing_Waste <br /> The fully reclaimed coal waste pile remains stable, with no signs of erosion or instability. <br /> Approximately two years ago a final waste pile certification was completed and the waste pile site <br /> remains in good condition. <br /> Reclamation Success <br /> The lower portion of the reclaimed portal access was inspected. The Quick-Guard annual cover crop is <br /> standing dead but still covers a good portion of the reclaimed areas. There is some growth beneath the <br /> cover crop beginning to emerge. The reclaimed portal access remains stable and appeared in good <br /> condition. The lower riprap channels were all stable. No signs of significant erosion or instability <br /> were noted during this inspection and the site appears well maintained. <br />
