Martin
Executive Director
Re: Chambers Pit, M-1979-205, Technical Revision, TR-04, Request for Clarifications and Corrections.
Dear Mr. Langenfeld,
The Division of Reclamation, Mining, and Safety (DRMS) received United/ Old Castle's request for a Technical
Revision (TR) for the above referenced permit on April 6, 2010. The requested revisions are for changes to mine
phasing, reclamation plans and removal of acreage from proposed disturbance.
DRMS staff has reviewed the TR and requests clarification on the following:
1) Please clarify that the TR is removing not only the acreage in the old Mining Area 3 from disturbance, but
also the associated conveyor belt system approved with the original amendment.
2) Please submit a daily and weekly site clean-up plan for when the portable asphalt plant is on site. The
plan should clearly state that the area will be cleaned of all asphalt based product over spill and reject
material daily. The collected materials must be stored in a clearly delineated area until recycled or
removed from the site. The storage site cannot have the potential to be exposed to storm or ground
water. No asphalt materials shall be allowed to be used as backfill material unless it is at least 6 months
old and placed above any potential saturation zone of groundwater when it reaches equilibrium after
reclamation.
3) Please clarify where the entrances to the pits will be on Map C-2.
Please have the requested clarifications and corrections submitted by May 3, 2010 in order for staff to review prior
to a decision by May 6, 2010.
If you need additional information please contact me at the Division of Reclamation, Mining and Safety, Grand
Junction Field Office, 101 S. 3rd St., Suite 301, Grand Junction, Colorado 81501, or by telephone no. 970.241.1117.
Sincerely,
G.
