Facilities Operation and Maintenance <br />• <br />The permittee shall at all times properly operate and maintain all facilities and systems of treatment and control (and related <br />appurtenances) which are installed or used by the permittee as necessary to achieve compliance with the conditions of this <br />permit. Proper operation and maintenance also includes adequate laboratory controls and appropriate quality assurance <br />procedures. This provision requires the operation of backup or auxiliary facilities or similar systems when installed by the <br />permittee only when necessary to achieve compliance with the conditions of the permit. However, the penmittee shall operate, <br />at a minimum, one complete set of each main line unit treatment process whether or not this process is needed to achieve <br />permit effluent compliance. Any slute produced at the wastewater treatment facility shall be disposed of in,accordance with <br />State and Federal guidelines and regulations. <br />2. Compliance Schedule <br />All information and written reports required by the following compliance schedules should be direced to the Industrial Unit <br />of the Permits Section for final review unless otherwise stated. <br />a. Mixing Zone Analyses Conduct remaining threshold tests for exclusion from further analysis under Mixing Zone <br />Regulations. The second threshold test is the Application of the Mixing Zone Exclusion Tables (p. 20, Colorado Mixing <br />Zone Implementation Guidance February 2002). Under this compliance action, the permittee will collect the necessary site- <br />specific data, perform the required analysis, and provide a report to the Division.
