Previous mining operations in the area include the Yoast Mine which adjoins the western <br />boundary of the permit area, and the Seneca II Mine which overlaps the eastern side of <br />the permit area. These surface mines recovered Wadge Seam coal from areas of near- <br />surface reserves along the anticlinal structures bounding the targeted PSCM (Peabody <br />Sage Creek Mine) reserves. <br />The proposed PSCM underground mine is in a synclinal area that is uneconomic for <br />surface mining methods due to the depth and dip of the coal seam. The Yoast and Seneca <br />II Mines ceased operations once the economically recoverable near-surface reserves were <br />depleted and have been reclaimed. The PSCM proposes to underground mine the portion <br />of the Wadge coal seam lying between the Seneca II and Yoast surface mines in order to <br />maximize recovery of the coal resource. PSCM's portal area and underground workings <br />will begin adjacent to the final Seneca II Mine highwall, in an area of undisturbed <br />bedrock and coal and partially on an area the County has zoned for mining. <br />The Foidel Creek (Twentymile Coal Company) underground mine reserve lies just south <br />of the proposed PSCM. It is intended that as the Foidel Creek coal reserves are <br />depleted, coal from the PSCM will replace that supply to existing customers and extend <br />the life of operations in Routt County for an additional 15-20 years. <br />7. Phasing Plan Sketch <br />a. Surface disturbance at the PSCM will be limited to an excavated face-up area for the <br />underground portal access, related facilities including soil and coal stockpiles, office, <br />bathhouse, maintenance facilities, coal handling facilities, roads and parking areas, <br />drainage and sediment control structures, and related ancillary facilities. <br />b.
