Comments are addressed in this response document and appropriate revised text
sections and supporting information are attached to this response document.
55. Please revise the subsidence monitoring plan in the permit application to include:
a. Premining surveys of Boeddeker Reservoir #15 and County Road 27,
Response: A pre-mining survey of Boeddeker Reservoir # 15 (0.5 ac. ft. stockpond) was
conducted to establish the surface elevation of the embankment and the invert of the spillway
at the centerline of the embankment. Three rebar (2%2 feet long) were set to allow future
(mining/postmining) documentation. The location of the pond and the elevation points are
shown on attached Map 2.05.6-M1, Subsidence Monitoring.
Twelve premining survey monuments are located on the edge of Routt County Road 27.
Three monuments span each set of entries passing beneath the road. The location of County
• Road 27 and the survey monuments are shown on Map 2.05.6-M 1, Subsidence Monitoring.
b. A premining survey of the thalweg of Grassy Creek, and provision for a postmining
survey of the creek in the event mining is not subsequently proposed beyond the
current plan,
Response: A preliminary premining profile of Grassy Creek was developed using the most
current aerial topography available to PSCM. This profile will be field verified once the
spring runoff has subsided and the thalweg is accessible. The updated and revised profile
will be submitted once conditions allow physical surveying of the thalweg. The stream
section location and the profile are included on Map 2.05.6-M1, Subsidence Monitoring.
c. Semi-annual reporting of subsidence monitoring results, as required by Rule
2.05.6(6)(c)(i)(E), and
Response: The text beginning on page 2.05-104 has been revised to commit to semi-annual
reporting as required by Rule 2.05.6(6)(c)(i)(E)

PSCM Adequacy Response 1 4/19/10
