Environmental Protection Plan, Schwartzwalder Mine 4-1
4. OTHER PERMITS AND LICENSES
Rule 6.4.20(5) requires that the EPP list any air, water quality, solid and hazardous waste, and other federal,
state permits or local licenses, or other formal authorizations which the Operator/Applicant holds or will be
seeking applicable to the use, handling, storage, or disposal of designated chemicals and acid mine
drainage-forming materials within the permit area.
The Schwartzwalder Mine operated under Colorado Mining Permit #77-300, Colorado Discharge Permit
#CO-0001-244 and Radioactive Materials License number CO-369-03S.
(a) Colorado Mining Permit #M-1977-300
The mine permit (M-1977-300) was issued by the State of Colorado in 1977, and covers 57 acres of Section
25. The permit disturbance boundary covered by the permit is shown in Figure 2-2.
(b) Colorado Discharge Permit #CO-0001-244
Discharge Permit #CO-0001-244 was issued by the Colorado Department of Public Health And
Environment, Water Quality Control Division for the Schwartzwalder water treatment plant. The plant
treated mine water to remove uranium and radium prior to discharge into Ralston Creek. The Discharge
Permit was renewed for the fifth time on April 1, 2005 and is effective through March 31, 2010. Most of
the wastewater treatment plant has been removed, however, the existing wastewater treatment system
consists of a 120,428 gallon concrete holding pond, and two aboveground water storage tanks. The tanks
have overflow pipes leading back to the pond. There are three in-line ion-exchange columns. The first two
columns remove uranium and the third one is for the removal of radium and metals. There is a third
• uranium column on stand-by. The columns are taken to the Canyon City site for uranium, radium and
metal stripping. This facility has not discharged since June 30, 2002.
(c) Radioactive Materials License number CO-369-035
The Radioactive Materials License #CO-369-03S was issued by the CDPHE Hazardous Materials and
Waste Management Division and is valid for five years. The permit had been renewed every five years
since it was first issued. The Radioactive Materials License is still in effect, although no mining has taken
place since 2000 and no discharge has occurred since 2002. The terms of permit renewal have been
discussed between CDPHE and Cotter, however, the renewal is currently in abeyance because the
Schwartzwalder Mine is nearly decommissioned and reclamation is approaching completion.
(d) Air Quality Permits
Two air permits are currently active: (1) 9700337F and (2) 85M0184-ZP.
(e) Storm Water Discharge Permit
The Colorado stormwater discharge permit #COR-040046 has been in effect since March 19, 1993. The
plan identifies potential sources of pollution (including sediment) which may reasonably be expected to
affect the quality of stormwater discharges associated with the mine and describes the best management
practices (BMPs) used to reduce pollutants in stormwater discharge.
No other air, water quality, or solid and hazardous waste permits are in effect for the reclaimed
Schwartzwalder Mine. The Schwartwalder does not currently use, handle, store, or disposal of designated
chemicals. No acid mine drainage-forming materials exist within the permit area.
• Additional permits may be required in the future, related to mitigation options under consideration for
groundwater in the alluvium and fill material (Section 15).
4109C.100419 Whetstone Associates •
