Environmental Protection Plan, Schwartzwalder Mine 2-1 <br />0 2. MAPS <br />The EPP is required to identify the locations where designated chemicals or toxic or acid-forming materials <br />will exist within the permit area. The locations are to be shown in accurate relationship to topography and <br />other project facilities within the permit areas. <br />Because most of the Schwartzwalder Mine facilities have already been removed, and no toxic chemicals <br />are being stored or used on site, the maps provided in this section show the locations of former mine <br />facilities. <br />(a) General Location and Access <br />The location of the Schwartzwalder Mine is shown in Figure 2-1. The mine occupies 57 acres in the <br />southeast quarter of Section 25, T2S, R71W. Cotter also owns an additional 501 acres (558 acres total) in <br />Section 25. <br />The northeast corner of Section 25, along with adjacent sections to the north, northeast, and northwest, are <br />rural residential properties associated with Blue Mountain Estates. The section west of the mine property is <br />used for summer cattle grazing. The property south and east of the mine is White Ranch Park, owned by <br />Jefferson County Open Space Parks. <br />The site can be accessed from Colorado State Highway 93. From Highway 93, driving north from Golden, <br />turn left onto either Pine Ridge Road or West 56th Avenue. Where these roads intersect (one mile west of <br />highway 93) a paved road enters the private property of 19 exclusive 35-acre home sites called Bear Tooth <br />Ranch. North of Bear Tooth Ranch, the access road becomes bladed dirt, enters Ralston Canyon, and turns <br />northwest toward the mine. Approximately one-half mile of land along the road near Ralston Reservoir is <br />• owned by the Denver Water Board, and the next two miles of land are owned by Jefferson County Open <br />Space Parks. The road then enters the mine property through a gate on the eastern boundary of mine <br />property. <br />(b) Locations of Chemicals and Facilities <br /> <br />Figure 2-2 shows the locations of mine facilities, including reclaimed waste rock dumps, former buildings <br />that have been removed during reclamation, and the mine portal which has been plugged and sealed. No <br />designated chemicals or acid-forming materials will be used, stored, handled, or disposed of within the <br />permit area. The mine is not, nor is it expected to become, acid-generating. <br />The flooded mine workings and alluvium/fill have been identified by DRMS as containing "toxic-forming <br />materials" on the basis of (1) uranium, radium-226, and molybdenum in groundwater in the underground <br />mine pool and (2) uranium and molybdenum in groundwater in the alluvium and fill. The location of the <br />underground workings is shown in Figure 2-1 and Figure 2-2. The extent of the saturated alluvium and fill <br />is shown in Figure 8-20. The results of a gamma survey of the site, performed in 2008, are shown in Figure <br />2-3. <br />The water treatment plant and the pumphouse for the domestic well are the only remaining buildings on the <br />mine site. All other facilities have been removed. Electrical lines and the access road service the water <br />treatment plant and the domestic well. The sumps and a portion of the collection trenches that were <br />installed in the alluvium to capture alluvial groundwater and route it to the water treatment plant during <br />operations are still in existence, as shown on Figure 2-2.
