Please ensure that these items have been or will be <br />submitted for inclusion with Exhibit 82. <br />17. DRMS 10 -Mar MCC's 9 March response provided supplemental reference material on <br />the conversion of LRP SPT blow counts to friction angles. In addition, all inferred <br />friction angle values greater than 45 degrees have been removed from consideration. <br />Please revise Section 2.0 and the pertinent tables and figures in Volume IOC to reflect <br />the modification made to the refuse material friction angle. <br />With MCC's 23 March response, Section 2.0 of Exhibit 82 has been modified <br />accordingly. Revised Figure 2 -2 (Friction Angle Histogram) was provided with the <br />9 March submittal. However, Tables 1 and 2 have not yet been revised to reflect the <br />changes in friction angle. <br />Please revise Tables l and 2of Exhibit 82, as necessary, to reflect the change in <br />friction angle (and cohesion) used for modeling purposes. <br />18. DR.MS 10 -Mar MCC's 9 March response provided supplemental reference material on <br />the conversion of LRP SPT blow counts to cohesion ( undrained shear strength). In <br />addition, all inferred undrained shear strength values higher than 6,000 psf were removed <br />from consideration. This change resulted in only a modest decrease to the undrained <br />shear strength used for modeling the undrained stability of the RPE East. <br />With MCC's 9 March response, revised Figure 2 -4 (Undrained Shear Strength <br />Histogram) was provided for incorporation into Exhibit 82. <br />Item resolved; no additional response is necessary. <br />19. Inspection of fill during construction is required by 4.09.1(11) and 4.10.2. I was unable <br />to locate, in the TR -120 application, a description of field inspection activities and <br />reporting that are proposed for the RPE East. Please incorporate inspection and <br />reporting details into Volume IOC that comply with the requirements of the sections <br />listed above, or reference another place in the Permit where the information may be <br />found. <br />A new Section 4.8 - Construction Inspection has been added to Exhibit 82. This <br />section satisfactorily addresses the inspection requirements of Rule 4.09.11 (1) for <br />Disposal of Excess Spoil. However, the additional requirements of Rule 4.10.2 — Site <br />Inspection for Coal Mine Waste Banks do not appear to have been considered. <br />Please revise Section 4.8 to address the Site Inspection Requirements for Coal Mine <br />Waste Banks as described in Rule 4.10.2. <br />
