Expansion. In order to address this material deficit, as TCC recovers cover material for the CRDA
Expansion, we will recover 3.5 feet of cover material, rather than the 2.5 feet that would normally be
required. The additional 1.0 foot of cover material recovery, over the CRDA footprint, will provide
sufficient additional cover material to address the volumetric loss associated with rocky material, the
geometric difference between the recovery and finished stockpile surfaces, and the existing material
deficit. Supplemental cover material recovery is addressed in the PAP text discussion of the CRDA
Expansion, and in Exhibit 26C
3) Table 49A lists topsoil stockpiles. Under footnote (2) the reader is instructed that topsoil stockpile
locations for the 18RT shaft pad and access road are shown in Exhibit 8S. Exhibit 8S discusses the
sedimentology for the Fish Creek Vent Shaft Pad. This reference is confusing between the Fish
Creek Vent Shaft located in T5N R87W Section 25, and the 18RT escape shaft pad in T5N R86W
Sections 10 and 11. There are no figures or maps included in Exhibit 8S that show the locations of
the topsoil piles. Please assure that the locations of the topsoil piles are included on an
appropriate map. (Rule 4.06.3).
Response: The correct reference should be Exhibit 8Y, however, in order to show all soil and cover
material stockpiles on one map, the Reclamation Map, (Map 29) has been revised and updated to show
both soil and cover material stockpile locations. Appropriate PAP text and Table 49A have been
updated to correctly reference this map. Copies of the revised PAP materials accompany these
responses for insertion/replacement in the PAP.
4) Table 49A provides a Topsoil Stockpile Summary. Comparison with Map 29 "Reclamation Map"
(dated 912612007) and Table 49A found several discrepancies.
a) Topsoil stockpile SF-3 shows 109,410 cubic yard of topsoil in the pile. However, Map 29
shows 109,510 cubic yard of topsoil being distributed from Topsoil Stockpile SF-3. This is
a discrepancy of 100 cubic yards. Please assure that the Map and Table are in agreement
with the actual topsoil volume in the pile.
b) Topsoil stockpile SF-2 shows 55,861 cubic yard of topsoil in the pile. However, Map 29
shows 57,861 cubic yard of topsoil being distributed from Topsoil Stockpile SF-3. This is
a discrepancy of 2,000 cubic yards. Please assure that the Map and Table are in
agreement with the actual topsoil volume in the pile.
c) Topsoil stockpiles assigned to the NMD power borehole and access road shows 4,700
cubic yard of topsoil in the pile in Table 49A. However, Map 29 shows 5,551 cubic yard
of topsoil between the two topsoil stockpiles at the NMD power borehole and the access
road. This is a discrepancy of 149 cubic yards. Please assure that the Map and Table are
in agreement with the actual topsoil volume in the pile.
d) Topsoil stockpiles associated with 6MN shaft pad, access road and 6MN total 23,700
cubic yard of topsoil in the pile in Table 49A. Map EX16E-MI shows 17,700 cubic yard
of topsoil for all the topsoil stockpiles at the 6MN shaft pad, access road, and 6MN
reservoir. This is a discrepancy of 5,000 cubic yards. Please assure that the Map and
Table are in agreement with the actual topsoil volume in the pile.
e) Upon approval of MR228, June 18, 2008, TCC expanded the TORT Dewatering Borehole
pad. Any additional salvaged topsoil needs to be added to the topsoil balance, and Table
49A revised, as appropriate.
f) TCC has committed to salvaging topsoil stockpiled adjacent to the Middle Creek
warehouse at Mine No. 3 and using this soil material at the Fish Creek Tipple (PAP Fish
Creek Tipple, Rule 2.05 Operations and Reclamation Plans, page 2.05-37). Please
include this volume in Table 49A since is part of the overall topsoil balance.
Response: Table 49A and Map 29 have been reviewed and revised, as appropriate, to address the
noted discrepancies. Relative to Comment 4d, Map EX16E-M1 reflects the activities (and soil
