NOTICE OF PROPOSED DECISION <br />The Colorado Division of Reclamation, Mining and Safety proposes to Approve Technical Revision <br />Application No. 24 (TR-24) for the North Thompson Creek Mine (Permit No. C-1981-025), submitted by <br />MINREC, Inc.. The North Thompson Creek Mine has submitted a Technical Revision to their permit to <br />add an NPDES Permit to their existing CDRMS Permit and to update their hydrologic monitoring plan. <br />The NPDES Permit at the North Thompson Creek Mine was terminated by the Colorado Department of <br />Public Health and Environment (CDPHE) on 14 March 2005. On or around 9 April 2008 CDPHE <br />notified the mine that they would need to apply for a new NPDES Permit. North Thompson Creek <br />applied for a new NPDES Permit on 8 April 2008. On 22 December 2009 the CDPHE issued a new <br />NPDES Permit for the North Thompson Creek Mine. This revision incorporates the new NPDES Permit <br />into the North Thompson Creek Mine's CDRMS Permit. It also updates the mine's hydrologic <br />monitoring plan with the monitoring requirements of the new permit. This revision is administrative in <br />nature. No new lands are proposed for incorporation not the permit and no new land are proposed for <br />disturbance. There will be no increase in the mine's liability as a result of this revision. <br />The North Thompson Creek Mine is an underground coal mine located in Garfield County, <br />approximately 10 miles southwest of Carbondale, Colorado. Coal interest is Federal and private, and the <br />surface affected is Federal and private land. The permit area encompasses approximately 411.10 acres. <br />This proposed decision is based on a finding that the proposed operation will comply with all <br />requirements of the Colorado Surface Coal Mining Reclamation Act, Section 34-33-101, et seq., C.R.S., <br />and the regulations promulgated thereunder. <br />Copies of the proposed decision, including stipulations, are on file for public inspection at the Colorado <br />Division of Reclamation, Mining and Safety, Room 215, Centennial Building, 1313 Sherman Street, <br />Denver, Colorado 80203. Persons with an interest that may be adversely affected by the proposed <br />decision may request a formal hearing before the Mined Land Reclamation Board on the proposed <br />decision. Such request must be made within ten (10) days of the initial publication of this notice, must be <br />in writing, and must state with reasonable specificity the reasons for the request and the objections to the <br />proposed decision.
