(Page 2) <br />MINE ID # OR PROSPECTING ID # M-2003-002 <br />INSPECTION DATE 04-16-2010 INSPECTOR'S INITIALS PSH <br />OBSERVATIONS <br />The Ghost River Gravel Pit, File No. M-2003-002, was inspected by Peter Hays with the Division of <br />Reclamation, Mining and Safety (Division) as a result of the Succession of Operator (SO-01) application <br />approved by the Division on April 5, 2010. Mr. Kirby Quint and Mr. John Quint were present during the <br />inspection. <br />The site is located off the west side of CR 110 (Lascar Road) approximately 4 miles east of 1-25 exit 64 in <br />Huerfano County. The mining disturbance consists of a crescent shaped excavation into a <br />hillside. The topsoil stockpiles located above the highwall remain and have been seeded since the previous <br />inspection, however no vegetation was visible. The only recent activity at the site has been excavation of test <br />pits to determine the location and depth of the remaining deposit. A processing plant and mining equipment <br />were observed during the inspection. The processing plant will be removed from the site and the Operator <br />will contract out the gravel processing in the future. <br />The approved post-mining land use is rangeland. The site is approved for 9.9 acres of disturbance with <br />reclamation to be completed in a single phase. The south and east sides of the excavation will daylight as a <br />result of mining. The north and west sides will be reclaimed to 3V:1H slopes. No reclamation activities were <br />observed during the inspection. The highwall appeared stable, however a few erosion rills were observed, <br />and approximately 20 feet high. Mining is planned to continue to the north. A large amount of deteriorated <br />metal equipment and trash (tires, 5-gallon buckets, etc.) were left by the previous operator. Mr. Quint <br />intends to clean up the site and scrape the metal. The fuel tanks have been removed and fuel will not be <br />stored at the site. <br />The mine sign was posted and permit boundary markers were observed as required by Rule 3.1.12. The <br />entrance sign will need to be updated to indicate Kirby Quint as the new operator of the Ghost River Gravel <br />Pit. Additional information is below in the Problems and Corrective Actions section of the inspection report. <br />A copy of Rule 3.1.12 is attached for reference. <br />The Division recommends the Operator review the requirements of the Ghost River permit to ensure <br />compliance with the approved permit. The permit documents are available on the Division's website, <br />http://mining.state.co.us/ImagedDocuments.htm. The Operator is encouraged to contact the Division with <br />questions. <br />The Division currently holds a financial warranty of $19,112, which is adequate to complete the reclamation <br />at the site based on the observations from this inspection.
