III. COMMENTS- COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial coal inspection conducted by Jason Musick of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division) on 13 April 2010. The weather was cloudy and the mine <br /> site was wet during the on-the-ground inspection. Jerry Nettleton of TCC accompanied the <br /> inspection. <br /> The mine is currently operating as permitted. The longwall is currently in the 17rt panel and is <br /> scheduled to cross county road 27 on the 14" of April. Train cal cars were in the process of being <br /> loaded at the time of the inspection. Construction continues on the Refuse Disposal Area Expansion. <br /> Roads <br /> The haul road was clear of snow and stable at the time of the inspection. Access roads in and around <br /> the facilities area, conveyor and the refuse disposal area were cleared of and stable. Roadside <br /> ditches and road culverts were wet and flowing at the time of the inspection with no problems noted. <br /> Culverts inspected were functioning and were providing unobstructed flow. <br /> Hydrologic Balance <br /> TCC has completed the boring and installation of the 18LT waterline under Routt county road 27, <br /> Wattles were in place in the area of boring activities to control erosion. Jerry Nettleton stated that <br /> clean-up of the 18LT waterline construction has yet to be conducted and will be completed this spring. <br /> Processing Waste <br /> TCC continues to stockpile refuse at the existing RDA. Construction of the RDA expansion continues <br /> with the underdrain being excavated at the time of the inspection. Underdrain material has yet to be <br /> installed and is currently on site and stockpiled at the underdrain location. TCC has submitted TR72 <br /> to move the toe of the underdrain to Pit 1. Runoff from the RDA expansion reports to Pond D and no <br /> problems were noted during this inspection. <br /> Underdrain material Underdrain excavation <br />
