Box 670 <br />Hayden, CO 81639 <br />Re: Seneca II-W Mine (Permit No. C-82-057) <br />Technical Revision No. 69 - Adequacy Review <br />Dear Mr. Karo: <br />The Division of Reclamation Mining, and Safety (Division) has reviewed the above referenced <br />technical revision application submitted by Seneca Coal Company (SCC) for proposed hydrology <br />monitoring plan reductions at the Seneca II-W Mine. The Division has worked closely with Dennis <br />Jones of SCC on developing plans for reducing the current surface water and groundwater sampling <br />and analysis plans. The Division concurs with SCC's overall plan as described in TR-69. A few <br />clarifications will be necessary as described in the following comments. <br />1. Some parameters are being temporarily suspended until approximately one year prior to final <br />bond release. This should be clarified in the first sentences of pages 15-3a-8 and 15-3a-11 by <br />striking the word "removed" and replhcing it with "suspended". <br />2. The Division requests that pH and conductivity not be permanently dropped from the lab list as <br />indicated on pages 15-3a-8 and 15-3a-11 but rather be included with the suspended parameters <br />that will be resumed for laboratory analysis one year prior to final bond release. Please revise <br />these referenced pages along with Tables 2 and 3, accordingly. <br />3. The last sentence of the third paragraph on page 15-3a-14 should be revised to more clearly <br />indicate the parameters for both the surface and ground water parameter lists as follows. "They <br />consist of pH, TDS, iron, and manganese for both surface and ground water, and include total <br />suspended solids (TSS) for surface water sites only". <br />4. Two typographical errors were noted in the last two paragraphs of page 15-3a-14. In the <br />second to last sentence of the fourth paragraph the sentence should read "trend towards" and in <br />the last sentence of the last paragraph the sentence should read "will be increased" and indicate <br />the frequency that will be resumed. <br />Office of <br />Mined Land Reclamation <br />Denver • Grand junction .
