COTTER CORPORATION <br />SCHWARTZWALDER MINE RML 369-03 <br />2009 Semiannual/Annual Radiological Monitoring and Effluent Report <br />March 30, 2010 <br />OVERVIEW <br />This report provides annual, semi-annual, quarterly, or monthly data for environmental and <br />occupational radiological monitoring conducted at the Schwartzwalder Mine site in 2009. All <br />mining operations at the site ceased in 2000. Since then, only reclamation/decommissioning <br />activities and radiological/environmental monitoring have occurred as part of the final site <br />closure process. All historical facilities and associated site areas covered under the original <br />radioactive materials license (RML 369-03) have been successfully decommissioned with the <br />exception of RML Area number 2 (Cotter, 2010; CDPHE, 2010). RML Area 2 includes areas <br />and structures currently or previously associated with the former waste water treatment plant <br />(WWTP) as depicted in Figure 0-1. <br />Under the current status of remaining site RML facilities under the jurisdiction of the Radiation <br />Management Unit of the Colorado Department of Public Health and Environment (CDPHE), <br />current radiological monitoring programs at the site are consistent with the original intent and <br />requirements of RML 369-03. Monitored media include air particulates, radon, environmental <br />gamma radiation, surface water, and groundwater. <br />In some cases, historical monitoring program designs or frequencies were modified or <br />augmented over the years to reflect changes in RML facilities status/circumstances and to <br />simultaneously incorporate other regulatory requirements at the site such as mining/reclamation <br />or water treatment discharge permits under other jurisdictional divisions within the CDPHE. <br />Additional CDPHE divisions with regulatory jurisdiction at the site include the Division of <br />Reclamation, Mining and Safety (DRMS) and the Division of Water Quality (DWQ). <br />For the environmental media listed above, this report provides monitoring data for at least the <br />previous three (3) semiannual periods pursuant to the minimum requirements of 6CCR <br />1007-1.RH 18.7.2. Current sampling locations for monitoring of environmental media at the site <br />are shown on Figure SA-1. <br />4
