The drilling plan is noted to occur in three potential phases. A Notice of Intent is not required
nor allowed within a permitted area. .....
In Exhibit E — Reclamation Plan, Section 3. Exploration Drilling, the third paragraph has been
deleted since an NOI is not required. The phased drilling refers to the BLM's preferred method
of drilling as described in an Environmental Assessment submitted to them to support drilling the
NOls. Nuvemco would prefer bonding for the exploration drilling based on having no more than
50 borcholes open at any time. As described, plugging and abandonment is planned to occur
shortly after drilling each hole, but potential lag of available logging trucks could delay P &A
activities.
6.4.5 — Exhibit E. Reclamation Plan
Paragraph 2. Last Chance Mining Area, is modified to not include collapse of portal as follows:
The portal is secured with a welded and locked steel gate attached to a timbered culvert
protecting the entrance for about 100 feet of the entrance adit and haulage tunnel. Prior to
abandonment, the gate will be locked, the entire entrance area will be backfilled with waste rock,
and the entire disturbed area, including the waste rock pile and sediment ponds, will be graded to
less than a 3:1 slope. The limited topsoil that was removed and stored on site will be replaced
and seeded with the BLM approved seed mixture tabulated in the permit application
(1) Please provide a general estimate of the amount of topsoil that is currently, and will be,
saved for reclamation along with an estimated range of depth for redeposition during
reclamation.
The current topsoil stockpile contains approximately 7,000 cu ft (260 cu yds).
The area of the mining facilities operations including the existing and proposed waste rock dump
is on soil classified as Gladel -Bond -Rock outcrop complex (No. 45 on NRCS Web Soil Survey
in Appendix D) which generally has 0 to 8 inches of soil between sandstone outcrops. The area
to be cleared for expansion of the waste rock dump is about 28,000 square feet (0.64 acre).
Assuming an average of 8 inches of soil covering 50 percent of this area, and a 90 percent
recovery, Nuvemco estimates an additional soil stockpile of about 8,400 cu ft.
After reclamation re- contouring, 15,400 cubic feet of topsoil will be distributed over about
43,000 square feet (1 acre) of the waste rock dump to a depth of about 4 inches. The area will be
fenced to keep out livestock until such time as the DRMS releases it and fences will be removed.
3.1.3: A general timeline estimate has been requested as part of the general mine plan review.
Please include a time table for reclamation as well.
Mining reclamation will commence as soon as mining operations cease and will include:
Cl
