(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1977-28.3 <br />INSPECTION DATE: 9 April 2010 INSPECTOR'S INITIALS: _D.B.2_ <br />OBSERVATIONS <br />This was a routine inspection conducted on 9 April 2010 by David Bird of DRMS. Present during the inspection <br />representing the operator were Marc Pedrucci, Adams County Natural Resource Manager, Kurt Carlson, Regional <br />Park Manager, and Craig Tessmer, Environmental Analyst. <br />The Debetz Pit is a 112(c) construction materials mine located in Adams County about 4 miles southwest of <br />Brighton. The commodity mined at the site was sand and gravel, but no mining has occurred for about nine years <br />and no additional mining is planned. The total permit area is listed as 40 acres, of which an estimated 32-34 acres <br />is lake. The operator is a government entity so no bond is held, and the post-mining land use is described as <br />General Recreation. <br />The site is mostly reclaimed and is getting close to being ready for release. Only two issues remain that need to <br />be addressed before release can be requested. The first pertains to sloping of the lake shoreline. The operator <br />must either bring the slopes into conformance with Construction Materials Rule 3.1.5(7) that specifies 3:1 slopes at <br />the waterline, or obtain Division approval, as allowed by Rule 6.3.4(1)(b), for an alternative stabilization plan that <br />is consistent with the approved Reclamation Plan. The request for alternative stabilization plan must be submitted <br />in the form of a Technical Revision. <br />The second problem pertains to the difficulty the operator has experienced in establishing vegetative growth. The <br />operator suspects that inadequate growth media are present, so they have started importing topsoil to the site in <br />the hope that it will provide adequate growth substrate for another attempt at revegetation that is planned for the <br />near future. The operator was also reminded that the approved reclamation plan called for the planting of <br />approximately 50 trees. <br />Since the lake is unlined, and since some of the mining occurred after 1981, the operator was asked if any <br />augmentation was in place. They stated that an augmentation plan was in place for the portion of the surface <br />water impoundment that had resulted from disturbance after 1981. <br />Noxious weeds are present on the site but are not a serious concern as yet.
