Box 670
Hayden, CO 81639
Re: Yoast Mine (Permit No. C-94-082)
Technical Revision No. 47 - Adequacy Review
Dear Mr. Karo:
COLORADO
DIVISION OF
RECLAMATION
MINING
SAFETY
Bill Ritter, Jr.
Govemor
James B. Martin
Executive Director
The Division of Reclamation Mining, and Safety (Division) has reviewed the above referenced
technical revision application submitted by Seneca Coal Company (SCC) for proposed hydrology
monitoring plan reductions at the Yoast Mine. The Division has worked closely with Dennis Jones of
SCC on developing plans for reducing the current surface water and groundwater sampling and
analysis plans. The Division concurs with SCC's overall plan as described in TR-47. A few
clarifications will be necessary as described in the following comments.
1. Some parameters are being temporarily suspended until approximately one year prior to final
bond release. This should be clarified in the first sentences on pages 14 and 17 by striking the
word "removed" and replacing it with "suspended".
2. The Division requests that pH and conductivity not be permanently dropped from the lab list as
indicated on pages 14 and 17 but rather be included with the suspended parameters that will be
resumed for laboratory analysis one year prior to final bond release. Please revise these
referenced pages along with Tables 15-4 and 15-5, accordingly.
3. The last sentence of the third paragraph on page 31 should be revised to more clearly indicate
the parameters for both the surface and ground water parameter lists as follows. "They consist
of pH, TDS, iron, and manganese for both surface and ground water, and include total
suspended solids (TSS) for surface water sites only".
4. Two typographical errors were noted in the first two paragraphs of page 32. In the second to
last sentence of the first paragraph, the sentence should read "trend towards" and in the last
sentence of the second paragraph the sentence should read "will be increased" and indicate the
frequency that will be resumed.
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
