Martin
Executive Director
Loretta E. Pineda
Director
The Division has the following comments regarding Barr Engineering's letter of March 19, 2010 and Mountain Coal
Company's letter of March 23, 2010. Numbering follows the Division's previous comments.
8. a) Please provide revised SEDCAD runs (or other similar analyses) for Appendix F that evaluate the east and
west sediment ditches as pipes (rather than ditches), and revise associated text references.
b) To ensure compliance with Rule 4.09.2(7), please revise the design of the east and west sediment pipes so
they are off the fill. Also, please add to Section 3.2 the diameter of the sediment pipes, the dimensions of the
manholes, and identify the construction materials of these structures.
c) Please add to Appendix F a SEDCAD run (or other similar analyses) for the east and west clear water
diversion ditches that includes runoff from the surface of the reclaimed RPE East after final reclamation (see
following comment 11).
11. Please add to Section 8.1 the following commitments:
a) After final reclamation is complete, a technical revision will be submitted that demonstrates routing of
surface runoff from the RPE East to a sediment control pond is no longer needed for complying with water
quality regulations.
b) Upon approval of the previously mentioned technical revision, the east and west sediment drainage pipes and
manhole covers will be removed, and the perimeter of the refuse pile will be re-graded so that surface
drainage is routed to the 100-year clear water ditches.
The Division is preparing a reclamation cost estimate for TR-120.
Sincerely,
TV", /c 4"
Tom Kaldenbach
Environmental Protection Specialist
cc (via email): Dan Hernandez, DRMS
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
