Cc: Brown, Sandy <br />Subject: Colowyo PR-03 Completeness <br />Mike, <br />I have reviewed the Colowyo PR-03 Incompleteness responses and I have the following comments with regards to the <br />questions I asked you to review (questions 6, 7, 8, 9 and 24). <br />Question 6 - This question is a request for a generalized stratagraphic column above and below the coal seams to be <br />mined in the Collom area. Basically, Colowyo states that this is not possible due to the discontinuous nature of the <br />sediments in the Collom area. I guess it is your call as to whether you buy this excuse and we forgo this request, <br />whether we request it again or whether we accept the answer that the "data shows" the generalized column is not <br />possible and review the data during technical adequacy and determine if we agree or not. <br />Question 7 - This question deals with a request for the drill logs for all of the exploration holes in Collom. This is the <br />information you worked with Brandt Dennis to get together last year. Colowyo has provided this information as Exhibit <br />6, Item 10. There is a great deal of information here (it is a binder approximately 3" thick). It looks like what you have <br />requested. I have provided a pdf of the information for one of the holes (06-10). <br />Question 8 - This question dealt with providing the chemical analysis data for the coal seams to be mined. Colowyo has <br />provided this. I think this issue is complete (I have attached their submittal). <br />Question 9 -This question was more a statement regarding the need to restart groundwater monitoring one year prior <br />to commencing the mining operation. I think we keep mentioning this but this item has been addressed. <br />Question 24 -This question dealt with establishing a point(s) of compliance for Collom. Colowyo has provided a 5-page <br />discussion from Brandt Dennis discussing why Colowyo does NOT need a point(s) of compliance for Collom. This is <br />provided in Rule 4, starting on page 14. 1 have also attached this discussion. It appears as though Colowyo has <br />minimally addressed this question. My thought is we will probably review their science and conclusions in technical <br />adequacy. <br />I think that covers all of your questions.
