Fugitive particulate emissions shall not exceed the following limitations (as calculated in the Division's <br />preliminary analysis): (Reference: Regulation No. 3, Part B, Section II.A.4.) <br />Particulate Matter: ..................................... 11.6 tons per year <br />PM1o (Particulate Matter<10 µm) :.................1.6 tons oer year. <br />Compliance with these fugitive emission limits shall be demonstrated by not exceeding the production <br />limits in condition number 4 and by following the attached particulate emissions control plan. <br />6. Emissions of air pollutants from transfer points shall not exceed the following limitations (as calculated <br />in the Division's preliminary analysis): (Reference: Regulation No. 3, Part B, Section II.A.4.) <br />Particulate Matter: ........................................ 0. 1 tons per year <br />PM,o (Particulate Matter<10 gm): ................. 0. 1 tons per year. <br />7. A revised Air Pollutant Emission Notice (APEN) shall be filed: (Reference: Regulation No. 3, Part A, <br />Section II.C.) <br />a. Annually whenever a significant increase in emissions occurs as follows: <br />For any criteria pollutant: <br />For sources emitting less than 100 tons per year, a change in actual emissions of five tons <br />per year or more, above the level reported on the last APEN; or <br />b. Whenever there is a change in the owner or operator of any facility, process, or activity; or <br />c. Whenever new control equipment is installed, or whenever a different type of control <br />equipment replaces an existing type of control equipment; or <br />d. Whenever a permit limitation must be modified; or <br />e. No later than 30 days before the existing APEN expires. <br />NOTE: A one ton per year emission increase will occur when the production rate increases by <br />approximately 25,710 tons per year. (Based on emission factors noted on the last page of this permit <br />which assume all operations change in the same proportion and there is no change in haul trucks or <br />length of haul roads). <br />8. All conveyors and transfer points will be subject to the New Source Performance Standards <br />requirements of Regulation number 6, Subpart 000 whenever there is primary crushing capacity <br />greater than 150 tons per hour (portable equipment) or 25 tons per hour (fixed equipment) at this <br />location as follows: <br />a. Visible emissions from conveyors and transfer points shall net exceed 10% opacity. <br />In addition, the following requirements of Regulation No. 6, Part A, Subpart A, General Provisions, <br />apply. <br />a. No article, machine, equipment or process shall be used to conceal an emission which would <br />otherwise constitute a violation of an applicable standard. Such concealment includes, but is <br />not limited to, the use of gaseous diluents to achieve compliance with an opacity standard or <br />with a standard which is based on the concentration of a pollutant in the gases discharged to <br />the atmosphere.
