2) The amount of backfilled slope that is not topsoiled is limited to 400 linear feet. Topsoiling is <br />required on all surface areas down to S. 0' below expected water level. Map C-2 shows this exact <br />length in Mine Area 1. <br />3) Seeding and mulching according to the approved plan will occur on all topsoiled areas each <br />spring (March 15-April 1 5) or fall (September 15 to November 15) no matter how small the area <br />is. <br />4) Within 6 months offinishing mining in any designated mining area (2 total), the area must be <br />fully reclaimed including topsoiling, seeding, mulching, sapling planting, wetland preparation <br />and water filling of the lake. This means that a person traveling westbound on I-70 at 70 miles <br />per hour will see approximately 213 of the pit disturbed which corresponds to 1400 feet of length <br />or approximately 4 seconds of travel along the pit. This is the worst case visual scenario. <br />S) The theme for reclamation will be the creation of a riverine habitat dominated by lakes and <br />wetlands usable by wildlife and generally presenting a natural visual setting to observers <br />traveling east of Rifle. Map F-3 shows a simulated aerial photo of the site after reclamation. <br />Nothing in the final reclamation plan will preclude future development of the property for other <br />purposes as may be allowed by the applicable land-use codes. <br />6) Commit to a minimum of a 100' wide natural buffer between the river edge and the lake edge <br />which contains large cottonwood tress and other shrubs in additional to many other trees along <br />the oxbow channel which will be preserved. See Map C-2. <br />7) The operator will submit an annual report to the County with GPS measurements shown on a <br />map showing the current disturbance, what areas have been backfilled, where topsoil stockpiles <br />are located, all site structures, what areas have been seeded, mulched and what is planned for <br />the ensuing 12 months. <br />8) All of the above will become binding conditions of the County permit and the State Division of <br />is Reclamation, Mining and Safety permit.
