III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection of the Munger Canyon Mine conducted by Mike Boulay of the DRMS <br /> Grand Junction Field Office on March 22, 2010. I was not accompanied by an operator representative <br /> during the inspection. Weather conditions were sunny and cool. Ground conditions were damp with a <br /> significant amount of snow remaining on north facing slopes. The majority of the mine site is <br /> reclaimed and there was no activity at the site during the inspection. <br /> The gate at the access road to the site off of Highway 139 was locked but the lock apparently has been <br /> switched to a new lock by the surface owner of the land at this access point. I returned to the mine <br /> office to see if Gary Isaac, Mine Manager for CAM Mining LLC knew the new combination to the <br /> locked gate but he did not. I was able to access only a portion of the site along the reduced width <br /> haul/access road by foot. The reclaimed portal bench access was still mostly snow covered and was <br /> not practicable to inspect. CAM Mining will have to provide a new lock for the access gate or <br /> otherwise provide for access to the Munger Canyon Mine site for all future inspections. <br /> Availability of Records <br /> The availability of records was checked at the Munger Mine office on the morning of March 22, 2010. <br /> All required records were on file and available for review with exception of the following: monthly <br /> discharge monitoring reports for first quarter 2010, and the 2009 Annual Reclamation Report, and the <br /> 2009 Annual Hydrology Report. To ensure compliance,please update and continue to maintain the <br /> mine site records files. <br /> Signs and Markers <br /> The Mine and Permit identification sign was properly displayed and maintained at the entrance to the <br /> permit area from Highway 139. See attached Photograph No. 1. <br /> Hydrologic Balance <br /> East Salt Creek was flowing with turbid water due to snow melt runoff. Munger Creek bottom was <br /> damp but had no flowing water. The waste disposal area sediment pond was dry. The inlet and <br /> discharge structures were stable and no problems were noted. As noted above the reclaimed portal <br /> access was not inspected due to snow cover and inaccessibility. No signs of significant erosion or <br /> instability were noted during this inspection. <br /> Offsite Support Facilities <br /> The Loma Loadout was inspected as part of this complete inspection. As seen in the attached <br /> Photograph No. 2, a mine and permit identification sign is properly displayed and the Loma Loadout <br /> remains stable and in good condition. No problems were identified during this inspection. <br />
