c <br /> III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also <br /> describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Janet Binns and Rob Zuber of CDRMS. The mine no longer extracts coal, but <br /> the remaining surface pit(Pit B)is permitted to dispose of flyash. The weather was cool and calm. A heavy spring <br /> snowstorm had moved through the region 3/23 and 3/24. CEC recorded 0.62 inches of precipitation from this last storm. <br /> Moisture recorded during the month included 0.02"on 3/2 and 0.25"on 3/19. The mine site was damp with patches of <br /> snow throughout the site. Present at the inspection were Don MacDonald and Danny Kipp of Coors Energy Company. <br /> Roads: The access and haul road to Pit B are in good condition and well graded. Roads are muddy but traversable. No <br /> problem areas were identified on the roads. <br /> Hydrologic Balance: Pond#2 held snow with no pools of water or ice. The Dugout pond was covered with snow with no <br /> pooled water or ice. Pit B had snow patches with no standing water. <br /> Support Facilities and General Mine Plan Compliance: Proposed Oil and gas wells have been flagged. No additional <br /> activity has occurred regarding these well sites since the February 25, 2010 inspection. CEC is awaiting a survey of the <br /> proposed pad extents by the gas company. <br /> CEC continues to dispose of ash in Pit B. CEC has returned to placement of ash on the lower lift. CEC will continue to <br /> place ash on the lower lift until they reach the northern extent of the B pit. During the inspection an ash truck placed an ash <br /> load and the personnel graded the recent ash piles into the pit. No problems were observed with the pit or the ash disposal <br /> area. <br /> Reclamation Success./and Backfill and grading <br /> CEC has submitted an application for Phase II Bond Release for reclamation areas 2, 5, 6, 7, 9, 10, 15, 16, 23,and 29. <br /> Several of these areas were observed during this inspection. Division personnel collected slope measurements on area 2, 15, <br /> 16, 23, and 29 using a handheld Suunto clinometer. Result are as follows: <br /> Area 2: 1% <br /> Area 15: 1% <br /> Area 16: 1.5% <br /> Area 23: 4% <br /> Area 29: 2% <br /> These measurements will be compared to the slope measurements reported in the SL5 application. Undisturbed area slope <br /> A-A' was observed visually, and appeared in agreement with the measured slope in the SL5. <br /> The Division collected GPS coordinates at the fire protection well,AMW-1, SMW-2 and AMW-2 wells for correlation with <br /> the Division's GIS database. <br /> Fish &Wildlife: a small coyote was observed on the spoil pile.
