III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> The site,mainly northerly of Dutch Creek,was evaluated in terms of identifying issues pertaining to <br /> geomorphic stability of reclaimed land forms. <br /> The reclaimed road network is generally stable,and conveys water from the cut to fill slope without <br /> causing erosion problems. Vegetative success on the reclaimed roads is very good. <br /> Some amount of stream cutting and re-alignment is apparent where Coal Creek crosses Road G,about one <br /> mile before its terminus at Mine 5. Due to the dynamic nature of this stream system,it has been agreed <br /> upon with the White River National Forest that no attempts to stabilize the Road G fill would be <br /> undertaken. <br /> A portion of Road B,just below the intersection with Roads C and D continues to be impacted by a <br /> landslide body which is encroaching on the road corridor. Hikers,cyclists and horse enthusiasts have <br /> created a trail that traverses the material,so no limitation in access to the upper reaches of the Basin has <br /> occurred. <br /> Construction within the Private property located between the confluence of Coal and Dutch Creeks, <br /> westerly toward the Lamp House continues. These activities have significantly modified the reclaimed <br /> facilities located within this parcel. Road A drainage patterns,as it traverses the Private Property,have <br /> not been substantially modified since the mining operation was last active. <br />
