111111. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
This partial inspection of the Carbon Junction Coal. Mine was conducted by DRMS staff from the
Durango Office at 691 County Road 233, Suite A-2, Durango, CO 81301, phone (970) 247-5469. No
individuals were contacted and no activities were observed during the inspection. One photo
accompanies this report.
Public access to the permit area is controlled by a locked gate at the mine entrance.
Vegetation continues to establish for all reclaimed areas.
The Carbon Junction Diversion appeared intact and capable of functioning as designed. Evidence of
recent and/or significant flows in the constructed channel was not observed.
,portions of the East Collection Channel remain intact and not reclaimed.
Previously, the East Collection Channel extended north to south through the permit area and routed
upland drainage and affected area drainage to the south sediment pond (Pond 1). The south
sediment pond has been backfilled. Likewise, approximately 1,300 feet of the lower reach of the East
Collection Channel has also been backfilled. However, there exist approximately 2,000 feet of East
Collection Channel still intact, but with no outlet. The intact portion of the East Collection Channel
terminates at the inlet to the triple culverts immediately south of Topsoil Stockpile 7 (photo). The outlet
of the triple culverts was not evident and appears to have been buried in reclamation backfill. The
remaining portion of the East Collection Channel has potential to deliver concentrated drainage to the
upland side of the mine entrance road at a section of the road which is not protected by a culvert.
Therefore, the installation of a new culvert, under the mine entrance road and at a location nearby
Topsoil Stockpile 7, appears prudent to ensure the long term stability of the mine entrance road.
