III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This partial inspection of the Carbon Junction Coal Mine was conducted by DRMS staff from the <br />Durango Office at 691 County Road 233, Suite A-2, Durango, CO 81301, phone (970) 247-5469. No <br />individuals were contacted and no activities were observed during the inspection. One photo <br />accompanies this report. <br />Public access to the permit area is controlled by a locked gate at the mine entrance. The Operator <br />has constructed barriers, which extend from each side of the gate, to deter unauthorized vehicles from <br />bypassing the gate. The gate and barriers were intact. Evidence of unauthorized traffic bypassing the <br />gate was not observed. <br />The Carbon Junction Diversion appeared intact and stable. Snow persisted only in sun-shaded <br />locations within the structure. Evidence of recent and/or significant flows in the constructed channel <br />was not observed. <br />Reclamation vegetation was well established
