Martin <br />Executive Director <br />The Division of Reclamation Mining, and Safety (Division) has reviewed the above referenced <br />technical revision application materials submitted for the proposed 2010 exploration borehole . <br />drilling program. The Division has the following adequacy review comment regarding the <br />proposed plan. <br />In the application cover letter OMLLC references typical designs for a drill pad lay out <br />(Permit Map 2.05-M4,4th sheet), SAE's and alternative sediment control (Exhibit 2.05- <br />E3,Section 9), and mud pit hydrology demonstrations (Exhibit 2.05-E3,Section 6). The <br />later of these references, The Exploration/Gob Vent Borehole Mud Pits Impoundment <br />Demonstration (Exhibit 2.05-E3, Section 6) is the only one that is truly a "typical" <br />design. It provides general conditions and assumptions with three hypothetical scenarios <br />and it is P.E. certified indicating that all temporary mud pit impoundments will be built in <br />this manner. This is adequate and has been approved as a typical design. <br />The other two demonstrations are not clearly identified in the permit application package <br />(PAP) as typical designs. Permit Map 2.05-M4, 4th sheet was approved in 2002 for TR- <br />41 for the Sanborn Creek Fan Site and four (4) degasification holes. Exhibit 2.05-E3, <br />Section 9 provides numerous designs including a CBM-1 Degasification Well - Drill Pad <br />SAE with silt fence and clean water diversion demonstration. But again this appears to <br />be for a specific gob vent borehole site and it is not clearly identified or certified as a <br />typical design. <br />Please provide a typical design for an Exploration Borehole drill pad SAE and <br />incorporate into the design a typical drill pad layout or site detail map. If Exhibit 2.05- <br />E3, Section 9 (CBM-1 Degasification Well) is intended to be the typical design for both <br />gob vent and exploration boreholes then this should be clearly stated in the PAP, the <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
