SNOWCAP COAL COMPANY <br />Cameo Refuse Disposal Area No. 1 Inspection -1St Quarter 2010 <br />On March 23, 2010, 1 performed the required quarterly visual inspection of the Cameo <br />Refuse Disposal Area No. 1 in accordance with Rule 4.10.2. <br />I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of earth <br />fill embankments. Nothing was observed during the inspection that would indicate the pile <br />has a potential for failure. <br />The south under drain was dry. The pile was dry to damp. The terraces were dry to damp. <br />No seepage was noted around the pile. The upper diversion ditch and collection ditches <br />were inspected with no problems noted. <br />The access road to the pile, which is the west extension of Haul Road No. 5, remains open <br />to accept coal and refuse material from other reclamation activities. The top of the pile was <br />prepared to accept refuse from the clean-up at the unit train loadout and the McClane <br />Canyon Mine. Cover material was removed from approximately 0.75 acres on the top of the <br />pile. Approximately 5,500 cubic yards of material from the unit train loadout were hauled to <br />the top of the pile and stockpiled by the end of the 2009. No activity occurred at the pile <br />during the first quarter of 2010. <br />Approximately 700 tons of refuse from the south portal reclamation project were hauled to <br />the pile during the fourth quarter 2007. Approximately 500 tons or refuse generated from rail <br />removal located south of 1.9 road were hauled to the pile during the first quarter 2009. Cover <br />material has been pulled back from the slope to provide additional storage volume. <br />Compaction tests were not performed. <br />The pile is located in a remote area well away from human habitation. A failure of the pile <br />might damage the haul road and sediment pond located below the pile. However, a failure <br />of the pile would probably not be a hazard to human life. <br />I certify that to the best of my knowledge and belief, that the fill and other aspects of the <br />Cameo No. 1 refuse pile have been constructed as permitted in the design approved by the <br />DRMS. <br />moth , C'Is q. <br />Recommended maintenance: None <br />mes E.
