Talvitie, P.E. <br />Subject: West Elk Mine - Permit No. C-1980-007 <br /> TR 120 - Refuse Pile Expansion East Area <br /> 2°d Adequacy Review - Engineering and Geotechnical <br />As requested, I have reviewed MCC's 23 March 2010 response to the Division's 11 March <br />Preliminary Adequacy Review for TR-120, with an emphasis on the engineering and <br />geotechnical aspects. The geotechnical comments I initially provided for your use were <br />numbered 1 thru 7. The numbering in this memo has been revised to correspond with that used <br />in the comprehensive PAR letter. <br />16. DRMS 10-Mar: a) In their March 9th response, MCC provided "Figure 1- LRP Soil <br />Boring Locations". Please incorporate this map into the Figures of Volume IOC <br />(suggestion: as Figure 1-4). <br />MCC's response indicates that new Figure 14 (a.k.a. the 9 March Attachment IA- <br />Figure 1) has been added to the Permit Application. However, the re-numbered <br />figure was not included in the 23 March electronic submittal package. <br />Please ensure that Figure 1-4 - LAP Soil Boring Locations has been or will be <br />provided to the Division. <br />DRMS 10-Mar: b) Boring Logs, SPT values and laboratory results for the LRP <br />investigation have been provided. Please incorporate the boring logs into Volume IOC- <br />Appendix A. Laboratory test results for the LRP were previously intermingled in <br />Appendix B with results from the RPE East investigation. Please organize the <br />information presented in Appendix B to make it easier to differentiate between the <br />various investigations. <br />MCC's response indicates that boring logs for the LRP geotechnical investigation <br />have been added to Appendix A and that Appendix B has been reorganized as <br />requested. (The boring logs were previously provided as Appendix Bl to the 9 <br />March submittal, and laboratory results as Appendix Cl). <br />Office of <br />Office of
