With regard to temperature, cumulative January through June 2009 warmth <br />was above average (Figure 9). <br />Assessment of BRB for Compliance with Phase 11 Performance Standards <br />The area sampled in 2009 to produce cover data applicable to a potential Phase II bond release <br />application exceeded 90% of the standard (35.0% allowable cover). The figure for allowable <br />cover in the 2009 Phase II BRB (39.4%) is the result of subtracting tree, shrub and non- <br />herbaceous cover (1.18%) and perennial noxious weed cover (1.29%) and "excess <br />annual/biennial cover" (2.2% which includes the non-allowable cover by houndstongue) from the <br />observed first-hit total vegetation cover of 44.0%. <br />A reverse t-test of the assertion that the 2009 Phase II BRB allowable cover is indistinguishable <br />from 90% of the standard is as follows: <br />t?=(39.4-35.0)/(15.9/sgrt 30) = 1.5 <br />Since critical t = 0.854 (one-tailed, alpha = 0.2, 29 df) and tc is greater than this critical value, <br />• reclamation success for Phase II is demonstrated. <br />0 12
