The Division shall also cause to be published monthly, and <br />mailed-to- all persons - on- the- mailinE' Est and any party to an <br />administrative proceeding in these Rules, a list including name of the <br />applicant, operator, or petitioner for: <br />(a) Newly filed notices of intent to explore; <br />(b) Pending coal exploration applications; <br />(c) New, revised, or renewed permit applications; <br />(d) Pending petitions to designate lands unsuitable for surface coal <br />mining; <br />. (e) Requests for bond release; and <br />(f) Notices of informal conferences or public hearings pertaining to <br />any of these Rules, scheduled for the upcoming month. <br />(3) Coordinate the issuance of surface coal mining and reclamation permits <br />and the approval of coal exploration required by the Act and these <br />Rules with other State, Federal and local agencies. <br />1.03.4 The Department. <br />107 (1) The Department may initiate and encourage studies and programs with <br />the Division and other appropriate state agencies relating to the <br />developrpent of less destructive methods of surface coal mining <br />operations, better methods of land reclamation, and more effective post <br />reclamation use. The Department and Division shall coordinate the <br />provisions of the Act and these Rules with the programs of other state <br />agencies dealing with environmental, recreational, rehabilitation, and <br />related concerns. <br />132 (2) (a) The Department and any person contemplating opening a surface <br />coal mining operation in this state tray, at their discretion, enter <br />into one or more site - specific agreements to identify and <br />
