DRMS has violated their laws here because some of the public notices do <br />• not contain the information the rules and regulations require and most of the time, we have NO <br />clue if it is this property the notice is referring to. Public notices are suppose to be specific and <br />the landowner must be INFORMED of any MAJOR changes to his property or the <br />RECLAMATION of his property. Any Major reclamation changes MUST BE BY WRITTEN <br />CONSENT FROM THE LANDOWNER. AND THEN APPROVED BY THE DRMS. You <br />can't just make major changes to a landowners property like CHANGING PRIME FARMLAND, <br />historically irrigated and cropped to DRYLAND without written permission from the <br />LANDOWNER. Whether you have your public comment period or not. PRIME FARM LAND <br />requires special permitting and special considerations. You cannot change the reclamation of <br />PRIME FARM LAND nor allow it in a revision to be changed. This is something that had to be <br />discussed with the Secretary of Agriculture and the Secretary of the Interior and THE LAND <br />OWNER! <br />Western Fuels removed millions of dollars worth of Prime Soils that can never be replaced and <br />the Division and Western Fuels are IGNORING us and have never addressed the issues of how <br />they are going to compensate for failing to do their jobs and for the topsoil that we have lost. <br />This is Damages FOREVER! They can't just be swept under the carpet and everyone just go on <br />with their lives like nothing ever happened. Laws have been broken. Rules and regulations have <br />not been kept. Promises have been broken. Information has been hidden and false statements <br />have been made continuously and even today, DRMS is not doing their jobs nor is Western <br />Fuels. <br />• <br />11 <br />
