fields northeast of County Road 17. This activity was not recommenced after the mass <br />wasting events (1983-1984) disabled the functionality of the system. There are no <br />plans to repair and put back into service this irrigation system in the future. <br />• Colowyo contends that based on the descriptions and defining characteristics needed to <br />classify an area as a functioning alluvial valley floor, the area proposed for <br />disturbance associated with the Collom Access road in the area of the Lower Wilson <br />Drainage no longer qualifies as an alluvial valley floor and should not require a <br />material damage assessment, water monitoring program, etc., due to the fact the area is <br />not a functional alluvial valley floor `pre-disturbance': Colowyo does however plan to <br />return the area of disturbance to pre-disturbance condition at the cessation of mining <br />activities. " <br />Rule 3.02.2 - Determination of Bond Amount <br />19. Colowyo has not provided a reclamation cost estimate for the Collom area. The <br />Division recognizes that in this case this is not a completeness issue, given the <br />inevitable changes to the submittal. A detailed reclamation cost estimate will need to <br />be submitted as the adequacy phase of the review draws to a close and all major on- <br />the-ground issues that would affect the estimate have been resolved. There are <br />several maps associated with the reclamation cost estimate that will need to be <br />included with the submittal of the estimate. These maps are Map 35C-Bond <br />Calculation Map Worst Case Topography, Map 36B-Bond Calculation Map Regraded <br />Topography and Map 40B-Bond Calculation Cross Sections. None of these were <br />included in the PR-03 application. <br />Colowyo Response: <br />Information will be provided during technical adequacy. <br />Rule 4.05.2 - Water Quality Standards and Effluent Limitations <br />20. Rule 4.05.2(3) requires a demonstration that effluent limitations will be met for small <br />areas. For stockpile areas as shown on Exhibit. 7, Itern 23, Figure A-1 outside <br />primary sediment control capabilities, a demonstration that effluent limitations will be <br />met for these areas is required <br />Colowyo Response: <br />Statement requiring a ring ditch and berm around all topsoil structures outside <br />primary sediment control structures was added to Section 4.05.2(3). <br />Rule 4.05.3 - Diversions and Conveyances of Less than One Square Mile <br />21. On page 107 of Section 4.05.3 Colowyo briefly states that they will be constructing <br />temporary diversions of surface water within the permit area. There is, however, no <br />information provided either in the text of Section 4.05.3 or in Exhibit 7, Item 23. <br />Please provide descriptions, plans, channel profiles, maps and SEDCAD modeling for <br />all proposed diversions within the permit area. <br />Colowyo Mine C-1981-019 page 9 of 16 25 March 2010 <br />Permit Revision 03 - Collom Permit Expansion
