Map 19D - Slope Zone Analysis Postmining & Pre-mining topography is also
provided in this submittal to document the frequency of various slopes on the pre-mining
and post-mining surface, This analysis is based on 100 foot grid interval calculations.
Rule 4.15.7 - Determining Revegetation Success: General Requirements and Standards
33. Colowyo states that this section is addressed in Volume 1. Rule 4.15.7 sets forth the
general requirements and standards for Determining Revegetation Success. The
reference to Volume 1 is considered incomplete because the Collom expansion area is
not included in Volume 1. If Colowyo is proposing to use the reference areas
described in Exhibit 10, the details required by Rule 4.15.7 for the Collom expansion
area need to be correctly referenced and addressed.

Section 4.15.7 has been amended.
Rule 4.15.8 - Revegetation Success Criteria
34. This section of the PR-03 submittal is incomplete. Section 4.15.8 of the PR-03
application references the currently approved permit document which is based on
disturbance in the existing permit boundary. With TR-72, the revegetation success
criteria for the existing permit area are currently under review by the Division. Many
of the concepts under review in TR-72 may be applicable for the Collom area, but the
Collom revegetation success criteria must be site specific, and be based upon the pre-
mining land-uses, soil surveys, vegetation characteristics and wildlife usage within
the Collom expansion area.

Section 4.15.8 has been amended.
Rule 4.16 - Post-Mining Land Use
35. This section is based on the pre-mining land uses described in Section 2.04.3. The
narrative in Section 2.04.3 of the PR-03 submittal is incomplete as it does not provide
details on the Collom expansion area. This section must be completed to specifically
address the Collom expansion area.

Section 2.04.3 has been amended.
Rule 4.18 - Protection of Fish, Wildlife and Related Environmental Values
36. This section of the PR-03 submittal is incomplete. Colowyo references pending TR-
72 which is based on the existing permit boundary; the Collom expansion area is not
considered in TR-72. The specifics of 4.18(5) (d) and (i) subsections (i) and (ii) are
