TR?,
CONS
AR 2 9 2010
Divisien 01 k%ciWasoe,
7040 W. Hwy. 160 Mamma, Co. 81101 (719) 589-6671 Minft and Safety
June 8, 2009
Mr. Bob Oswald
Division of Reclamation, Mining and Safety
691 County Road 233, Suite A-2
Durango, CO 81301
(970) 247-5469
RE: Permit No. M-2001-069 Del Norte Pit
.
Dear Bob:
JUN
W:r C;YY
of cs
/ A9InI4g a, a
We have completed reclamation of Phase I of the Del Norte Pit. All slopes have been installed
to a minimum of 3H:1V, with topsoil distributed .t66 3" minimum thickness. Most areas received
closer to 6" of topsoil material. Side slopes and pit floor were ripped and shaped prior to topsoil
activities. The entire area was then seeded with the mixture specified in Section (d) of the
Reclamation Plan. This work was performed during March and early April, 2009. Area was
seeded on April 20 - 22, 2009.1 visited the site this morning and am pleased to report that
vegetation is beginning to re-establish. Please see the attached pictures taken this morning. I
walked the rim of the pit and took the pictures.
The recharge water in both this area and the Phase II mining area is becoming a burden to our
operation. We would like to move to Phase III and begin mining on the north side of the access
road. This will distance us a little further from the recharge source (Rio Grande Canal) and
hopefully lower the water table elevation.
The area covered by the bond in Phase I was originally estimated at 16.05 acres and all work
necessary to reclaim it is completed, we are simply waiting on re-growth at this point. The
current bond amount was increased several years ago to include Phase II and even a portion of
Phase III for an asphalt plant location. The area comprises about 4.4 acres. Affected Area north
of the access road is approximately 550'X 350'. Mining in this area would follow the same
guidelines set forth in the original permit, stockpiling topsoil along the north edge and mining
from south to north. Please see the attached sketch for additional clarification.
We would like to move the crusher in around July 1, 2009 and be crushing shortly thereafter. In
our opinion the existing bond in place for Phase I should be more than adequate to handle any
disturbance in Phase III which is only one-third the size of Phase I.
If additional information is needed, or you wish to schedule a site visit, feel free to contact me at
your convenience.
Sincerely,
Asphalt Constructors, Inc.
By:
Todd A.
