(1) Please address the requirements of this subsection. Note requirements requested <br />for 6.3.2(c). As requested elsewhere, please provide details of the 100 year flood <br />plain as previously requested. A map showing the flood plain in relation to the <br />proposed project, photos of the river area and any other available information will <br />be helpful in the project evaluation. The applicant needs to clearly demonstrate <br />that there is no potential for the Yampa River to capture the pit in a flooding event <br />or provide engineered controls to prevent capture. DRMS will accept a signed <br />evaluation report submitted by a certified hydrologist. <br />(p) Please address the requirements of this subsection. <br />6 3 4 - Exhibit D. Reclamation Plan <br />General Issues: <br />• Please clarify what is referred to for submitted section D) N/A? <br />Please refer to Rule 3.1.Reclamation Standards: <br />Rule 3.1.6, Water General: As noted above in 6.3.2(c) <br />Please provide details of the 100 year flood plain as previously requested. DRMS will accept a signed evaluation report submitted by a certified <br />hydrologist. <br />Rule 3.1.7 groundwater <br />A well permit and discharge permits through the Division of Water Resources and Health <br />Departments are being applied for. Per the submitted maps it appears the mining <br />operation will impact the existing pond. Please clarify in the mining plan and on maps <br />how Northwest will not affect the exisiting pond and water rights. <br />Rule 3.1.9 (1), Topsoil: <br />Please note that stockpiling within the 100 year flood plain of topsoil needs to be in an <br />area least likely to be adversely affected in a flood event. The topsoil stockpiles need <br />to be relocated away from the river side of the permit area or switched with the <br />overburden piles. <br />6.3.5 - Exhibit E, Map <br />(1) Mine Plan Map <br />c) Please identify all mining related features as required. <br />Exhibit E. Mine Map must reflect the edge of all excavations. Show the 35 foot <br />buffer zone where materials are stockpiled along with the 15 foot buffer zone <br />to the river, show dewatering ponds, and show how excavations will not <br />compromise the exisiting pond. Additionally, topsoil stockpiling is not allowed <br />within the 100 year flood plain where it has a potential to be directly affected <br />in a flooding event. The topsoil stockpiles must be relocated.
