(Page 2) <br />MINE ID # OR PROSPECTING ID # M-2009-094 <br />INSPECTION DATE 3/3/10 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This was a pre-operation inspection performed by the Division as part of the review of a new Construction Materials <br />Regular 112c permit application. The operator was contacted about the scheduled inspection. The operator's <br />representatives named on page one were present during the inspection. <br />The application notice was posted near one of the southern corners of the proposed permit area. There has been no <br />mining-related disturbance at the site. The site is located on sandy, unirrigated rangeland. Predominant vegetation <br />existing there includes greasewood and rabbitbrush, with minor amounts of blue grama, saltbush and a few other <br />rangeland species. Portions of the site contain significant infestations of Russian knapweed, mainly in the NW part <br />(Phase 3) of the area. Most of these patches appear well-established and unrelated to any mining disturbance. Adjoining <br />parcels outside the proposed permitted area boundaries (including the county right-of-way) also contain knapweed, and <br />there is no evidence anywhere of any weed control being carried out. <br />The proposed permitted area consists of mainly level sandy ground, with a few ancient dunes rising above the level areas. <br />These dunes are planned to be the first areas mined in each phase, to the extent that they will be removed down to the <br />elevation of the surrounding grade, resulting in a level site. The second round of mining in each phase will consist of <br />excavating a 15-foot deep pit. All slopes will be a maximum of 3:1 at all times. Other than a few minor areas of surface <br />clay in the proposed permitted area, all surface material is sandy, with no surface ponding of water. There is no visible <br />alkali crust on the site. <br />Brush will be stripped in advance of mining, and will be disposed of onsite. There is no topsoil layer to salvage for <br />reclamation. <br />There are two entrance locations, one at the SW corner and one at the SE corner of the 160-acre property, on which this <br />proposed permitted area is situated. A perimeter road exists around the entire parcel, which will be used to access all the <br />phases, without significant upgrades. The road will remain as a permanent feature. <br />There is a flowing well located on the parcel, but it is outside the proposed permitted area, between phases 2 and 3. It <br />flows year round and when no percolation occurs, a shallowe pond forms. This is not an adjudicated well, and the surface <br />water is not exposed groundwater. The water table is deep, and the proposed pit will not result in a pond. <br />Wildlife use of the site includes pronghorn or deer, coyote, and rabbit. <br />No further items were observed during the inspection.
