DRMS Response #2, M-1980-146, 29 October 2009, Page 3
mitigation measures required in Ref 2. As discussed in item 2.b. above, if stability and
revegetation is not achieved to DRMS and BLM requirements, we understand a revision
may be required.
New access and frontage road segments do need to meet both LaPlata County Road
Standards and CDOT standards for design and construction. These standards
(specifications) do include both grading and drainage on the areas adjacent to the
permanent roads and areas upstream to the permanent roads which might contribute
runoff which could cause either erosion or sedimentation within the right-of-way of the
permanent roads. In addition, if annexed or considered for annexation to the City of
Durango, City standards (specifications) will also be required to be met. Therefore, in
addition to DRMS monitoring and acceptance of the construction of the permanent roads
and features adjacent to and upstream of the permanent roads, construction (and
reclamation) shall also be monitored by CDOT, LaPlata County, and possibly the City of
Durango.
The exact location and configuration of storm water controls will be dictated by the
future drainage and runoff patterns, and therefore by mitigation measures required by
BLM (Ref 2), and in some areas, by CDOT and LaPlata County. Monitoring and
maintenance of both temporary and permanent storm water controls is a part of the
stormwater management plan as required by CDPHE-WQCD. Temporary structures,
being temporary, will be removed prior to final reclamation and request of final
reclamation release.
7. Reclamation bond calculations:
Thank you for the information regarding calculations. As usual, we ask that we have the
opportunity to review the Division's calculations and to provide additional detail as
necessary to allow the Division to accurately calculate the costs. We believe that we have
provided enough detail, and will work closely to provide additional information as
needed, both on proposed work and on work already completed.
Please let us know of any further issues we need to resolve.
Respectfully submitted,
Nathan A.
