(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1997-014 <br />INSPECTION DATE: 3 March 2010 INSPECTOR'S INITIALS: M39 <br />OBSERVATIONS <br />This inspection was conducted on 3 March 2010 by David Bird of DRMS. Also present during the inspection <br />representing the operator were Connie Davis, Land Advisor; Chris Pilmer, Operations Manager; and Kipp Raines, <br />Site Manager. <br />The Deer Creek Quarry is a 112(c) construction materials mine located in Jefferson County about 3 miles west of <br />Kipling Street on Deer Creek Canyon Road. Commodities of interest mined at the site include granite and granite <br />gneiss, borrow material, and crushed stone material. The total permit area is listed as 75 acres. The Division <br />holds a bond in the amount of $252,500 for the operation. The post-mining land use is described as general <br />agricultural. <br />The mine was inactive at the time of the inspection, and only operates intermittently during the year depending on <br />demand for the specialty products mined at the site. In general the site is in good condition for one that sees such <br />limited activity. The configuration of the mining area has changed little since the last Division inspection on 6 <br />May 2004. The mining is proceeding at a very slow rate and in accordance with the approved mining plan. Due <br />to recurring vandalism and theft, the operator removed most of the infrastructure and facilities. Only a small shed, <br />the scale platform, two power poles and other minor miscellaneous structures remain. No mining equipment is <br />present on site. <br />Only one problem was observed on the ground that requires attention. The sign required by Rule 3.1.12 of the <br />Construction Materials Rules and Regulations was missing. This problem and the necessary corrective action are <br />described on page 3 of this report. <br />Another potential problem on the ground worth noting is the potential offsite damage that could occur if storm <br />runoff and erosion are neglected. Numerous ruts are present on the rarely used roads at the site, indicating <br />erosion and sediment transport during precipitation and snowmelt. However, the operator noted that Mr. Raines <br />conducts monthly inspections of the site and implements remedial measures to the runoff retention areas as <br />needed. DRMS recommends continuing these activities, as they appear to be successful in preventing offsite <br />damage. <br />To assess the effect of inflation, the Financial Warranty was recalculated based on the same task structure as for <br />the last calculation performed by the Division in 2004. Due to inflation and some minor omissions on the last <br />calculation that have been corrected, the Financial Warranty will increase by $81,900 to $334,400.
