Permit No. COC 074242 <br />Narrative of Proposed Mine Extension - Tozer/ BLM Gravel Pit <br />Introduction <br />The proposed extension of mining operations on this site is the result of the expiration of <br />Permit No. COC 60673 on August 30, 2009. At the time of this expiration date a <br />significant amount of unmined materials remained within the permitted area. In the <br />summer of 2008, it was the intent of Montezuma County to extend or reissue a permit to <br />allow for the removal of this remaining material beyond the initial term of the contract. It <br />was further requested that the mining area be extended to include potential reserves east <br />of the existing mining limits. Following months of effort on behalf of Montezuma County <br />in pursuing this intent, little progress was made. As the expiration date drew near, a one <br />year extension to the original contract was issued. <br />At this juncture, Montezuma County requests that consideration of future mining on these <br />BLM lands be made in both the short and long terms. The short term involves the current <br />proposal to extend mining areas to the east (Phases 8 and 9). The long term would allow <br />Montezuma County the opportunity to assess and explore for potential reserves within the <br />entirety of the BLM parcel (approximately 80 acres). <br />Operations <br />The proposed mining operations for Phases 8 and 9 are a continuation of the mining plan <br />as described in the Colorado Division of Reclamation, Mining and Safety (CDRMS) <br />Reclamation Permit #M 78-107. There are no changes anticipated in either the method of <br />stripping, mining or processing of materials. Access to Phases 8 and 9 will be made from <br />the existing haul/ access road via a temporary crossing of the western drainage near the <br />tail section of the existing overland conveyor (see Exhibit C- Mine Plan Map). This <br />crossing structure will be removed following mining of these phases. <br />Mining within the western and central drainages is not proposed. Appropriate erosion and <br />stormwater pollution control methods, including silt fencing, straw bales, excelsior <br />wattles and berms, will be put in place prior to disturbance above or near these drainages. <br />Overburden will be hauled and stockpiled for later use in reclamation. Pit run materials <br />will either be conveyed to Phase 3 or hauled to the crusher location within the existing <br />staging area west of the overland conveyor. <br />Reclamation <br />No changes to the plan, methods or types of reclamation are anticipated from those <br />approved in the CDRMS Reclamation Plan for Phases 8 and 9. Final reclaimed contours <br />are shown on Exhibit E.
