Please <br />provide sufficient information to clearly identify the approved well. <br />Concerning the water well to supply the operation, Cugnini Water Well #2 is outside the affected area <br />boundary. Please clarify how the water will be delivered or conveyed to the operation, and whether it will <br />require affecting additional land. <br />Stormwater runoff will be controlled partly through the use of the isolation berms along the crest of the pad. <br />The runoff will be controlled at the base of the fill slopes through isolation berms. The maps provide some <br />specifications for them, but it is not clear how wide the berms are. Please provide the width of the top and <br />the base. Additionally, for the lower isolation berms, please describe how they are anchored to the hill <br />slopes to prevent failure. <br />Please provide the dimensions of the concrete foundations associated with the scales and asphalt plant, and <br />any other type of concrete footer onsite (since reclamation costs must include their removal). Will any of the <br />secondary hydrocarbon/fluid containment structures be concrete? <br />Exhibit E - Reclamation Plan (Rule 6.4.5) <br />The exhibit describes the placement of the large volume of overburden that was stripped and stockpiled for <br />backfill, followed by the respreading of topsoil. Please clarify the minimum depth of overburden to be <br />replaced. <br />The plan states that topsoil is scarce, and so it will be mixed with fines, and then respread above the <br />overburden. Please be reminded that, even though the fines are expected to be plentiful, topsoil is the <br />optimum medium for reclamation and should be carefully salvaged and protected for reclamation use. <br />Please confirm that all topsoil will be treated thus. <br />The plan states that the stormwater berms will remain on the site as permanent features. Will the isolation <br />berms on the pad direct captured stormwater to the channels, or will stormwater on the pads be detained for <br />percolation or evaporation? This is not clearly described in the narrative, and not clearly shown on the <br />reclamation map (Map F). Please explain if there will be additional use of basins, and how runoff will be <br />controlled on the southern tip of the pad and affected area. <br />Please clarify whether fertilizer or mulch will be used as part of the revegetation or either dryland or irrigated <br />areas. <br />Please express the seeding rates in terms of "pounds of pure live seed per acre" for each species, at the <br />appropriate rate for the type of seed application to be used. <br />The species proposed for the revegetation seed mixes appear adequate. If there are any certain varieties to be <br />used, please specify them. <br />The inclusion of a noxious weed control plan is appreciated. And while this office acknowledges that weeds <br />are often an unavoidable part of the vegetation present during the initial stage of reclamation, we do not feel <br />that weeds (whether noxious or not) are beneficial during the first year after topsoiling.
