Please revise section 2.05.6(6) of the permit application to include a subsidence <br />monitoring program, as required by Rule 2.05.6(6)(b)(ii). <br />Response: The subsidence monitoring plan contained in the PSCM text has been revised <br />to include a monitoring program for Routt County Road 27 and the high voltage <br />distribution lines. Revised pages 2.05-104 and 105 are in included in this response <br />package. <br />56. Given the previously requested revisions to calculations of mine inflow and <br />drawdown, please re-evaluate the potential for mining impacts to affect gains in flow <br />in the upper reach of Grassy Creek as it is discussed on page 2.05-75 of the permit <br />application. <br />Response: The text beginning on page 2.05-75 of Section 2.05.6(3)(b)(iii), Probable <br />Hydrologic Consequences has been revised in accordance to the comment and additional <br />information in an email from Tom Kaldenbach to Vern Pfannenstiel on February 16, <br />2010. Revised materials are included with this PAP response package. <br />Section 2.03.10 <br />57. Please add to Section 2.03. 10 a description of any required specific approval that <br />PSCM has received from Routt County for hauling coal mine waste on the county <br />road from PSCM to the Foidel Creek Mine. <br />Response: PSCM applied for a Routt County Special Use Permit (SUP) in early <br />February, 2010 for underground coal mining at PSCM. Coal haulage and coal mine <br />waste hauling on County Road 27 to the Foidel Creek Mine are included in the SUP <br />application. As of March, 2010 the permit is in the pre-application phase with pre- <br />conference meetings scheduled with the Routt County Planning Commission and Routt <br />County Commissioners in early April, 2010. PSCM plans to submit second phase <br />applications by mid April, 2010 with an expected approval date before June 1, 2010. <br />58. Has the Foidel Creek Mine received DRMS approval for disposing PSCM's coal <br />mine waste, as required by Rule 4.10(2)? <br />Response: The disposal of PSCM coal mine waste at the Foidel Creek Mine (Permit # <br />C-82-056) has been considered in the redesign of the coal refuse disposal area (CRDA) at <br />that mine and is addressed in TR09-67 to that permit. <br />Sections 2.04.3 <br />59. Please add to page 2.04.3 text that clarifies the meaning of "passive recreation". <br />7
