been removed from the PSCM disturbance area. This will have the affect of reducing the
proposed disturbance boundary covering new PSCM disturbance to 276 acres. Map
3.02.2 M1, Bond Release Status Map has been revised and shows the new 276 acre
disturbance area for PSCM and is included in this PAP response package. The area
northwest of culvert 31A is included from the previous Seneca II mine facilities that are
to be incorporated into the proposed PSCM facilities. Map 2.05.3 M1B, Mine Facilities
Map (North End), has been revised to label this area as Equipment Lay down and Storage
Area and to remove references to the waste rock disposal area. This revised map is also
included in the PAP revision package. A related map, Map 2.05.4 M1, Sage Creek
Postmining Topography has been revised to remove postmine topography that was
associated with the waste rock disposal area and to show the revised PSCM disturbance
boundary. This map is also included in this PAP response package.
62. Please revise text so that "disturbed area" as defined in Rule 1.04(36) is clearly
distinguished from the area proposed to be disturbed or re-disturbed by PSCM
activities incidental to underground mining activities. The distinction may be
accomplished by:
a) Inserting at an appropriate place in the text statements similar to the
following,
The total disturbed area of the PSCM is acres, comprised of acres
where PSCM will conduct activities incidental to underground mining
activities and _ acres previously disturbed by Seneca II Mine activities.
Throughout this permit application, a reference to the "disturbed area" or
"surface disturbance area" applies to only the areas where there will be
activities incidental to PSCM underground mining activities, unless the
reference specifically includes previously mined lands where activities
incidental to underground mining will not be conducted,
b) Revising the text where the distinction is particularly unclear, for example on
pages 2.04-140, 2.05-8, and 2.05-47, and in Tables 2.04.3-T1, 2.04.10-T2, and
2.04.10-T3.
Response: The following text statement has been prepared as suggested in 62.a. above
and will be placed at the beginning of sections 2.03, 2.04, and 2.05 in the PAP:
"The total disturbed area of the PSCM is 2077 acres, comprised of 2024 acres previously
disturbed by Seneca II Mine activities and 53 acres of disturbance associated with new
activities incidental to underground mining activities. Within the 2077 acre total
disturbance area there are 276 acres where PSCM will conduct operations incidental to
the proposed new underground mining activities. This will include the 53 acres of new
disturbance and 223 acres of existing facilities and redisturbance of lands previously
reclaimed. Throughout this permit application document, a reference to the "disturbed
area" or "surface disturbance area" applies only to the 276 acre area where there will be
activities incidental to PSCM underground mining activities, unless the reference
9
