The PAP was deemed complete on June 30, 2009. <br />The Division's preliminary technical adequacy review was issued on August 28, 2009 with <br />additional adequacy comments forwarded by the Division on September 11 and September 25, <br />2009. Colorado Division of Wildlife comments were forwarded to SCCC on January 4, 2010. <br />These comments were addressed in a response and PAP revision package submitted to the <br />Division on January 21, 2010. The review of this response and revision package by the Division <br />resulted in a second round of comments which were forwarded to SCCC by letter on February 11, <br />February 16, March 2, March 5, and March 11, 21010. <br />The enclosed response package addresses all second round adequacy comments in detail. <br />Responses to adequacy comments are addressed in the attached SCCC response document and <br />correspondingly in revised or updated PSCM PAP sections. Map 3.02.2-M1, Bond Release <br />Status Map has been updated to address disturbance acreage clarifications for the existing Seneca <br />II disturbance within the PSCM permit area, new PSCM disturbances, and the combination of <br />these resulting in the total PSCM disturbance. This map also shows the revised PSCM <br />disturbance boundary associated with the proposed underground operations. Map labels to meet <br />the requirements of comment 63.b. are included in this response package. Detailed insertion <br />instructions have been developed to aid in updating the PAP. The adequacy comment responses <br />and insertion instructions for the updated PAP materials are included as separate attachments to <br />this letter. <br />As stated in the January 21, 2010 transmittal letter, the mine plan contains no references to <br />longwall mining. Only facilities construction, mine development, and mine operations using <br />continuous miners and room and pillar methods are planned for the current life of mine (5 year <br />term). If mining conditions, coal quality and acquisition, and customer markets continue to prove
