• Water and Air Quality Control Techniques <br />Steps to be taken to comply with the Clean Water Act and other <br />applicable water quality laws and regulations and healtF~ and safety <br />standards including comprehensive drainage and sediment control plan <br />described in Sections 2.05.3 and 4.01.5 through 4.05.18. With respect <br />to the compliance with the Clean Water Act, the Bear Coal Company has an <br />approved discharge permit from the Colorado State Department of Health <br />under the National Pollutant and Discharge Elimination System (NPDES}. <br />Compliance with this permit serves to effect compliance with the Clean <br />Water Act and the Colorado Water Quality Control Act. A copy of this <br />submittal is presented in Exhibit 4, Permits for Mining. <br />The Bear Coal Company has likewise submitted a transfer of operator <br />request for the Anchor Coal Company air quality emissions permit to the <br />Colorado Department of Health, Air Quality Division. Fugitive dust <br />control measures are employed as an integral part of the activities at <br />• the surface facilities. Compliance with this permit will serve to <br />effect compliance with the Clean Air Act and the Colorado Pollution Act. <br />Air pollution control measures are discussed in detail in Section <br />2.05.6. <br />• <br />2.05-44 <br />
