• 3. Extraction of coal resources; <br />4. Backfilling the portals, grading the area and recontouring the surface to its <br />approximate original contour; and, <br />5. Revegetation and restoration of the affected land to the pre-mining land use. <br />Such practices should result in land use capabilities and productivity levels equal to or <br />greater than those presently found. <br />The office and associated foundation will be razed. The office building will be razed and <br />hauled off site or burned and the residual hauled off site. The concrete foundation will <br />be broken up and buried on site. The septic tank will be pumped and backfilled with <br />soil. The power distribution line will be removed. <br />From the outset, it is imperative to appreciate that the reclamation plan defined in this <br />Section is to be implemented in the area where there has been disturbance from <br />underground coal operations that operated from 1934 through 1966. No attempt has <br />been made by previous operators to perform any reclamation work on these areas. The <br />reclamation plan will be applied to these previous disturbances to the extent feasible. <br />• For example, topsoiling as set forth below may not be fully applicable to previous <br />disturbed areas because no topsoil can be salvaged from these areas. However, the <br />reclamation plan as set forth below will be fully applicable to all lands within the permit <br />area which are in an undisturbed state and as much as possible to areas which have <br />been previously disturbed. Reclamation for the various aspects of the surface facilities <br />will be implemented following the conclusion of underground mining activities. The <br />general sequence of planned reclamation is presented on the Reclamation Timetable, <br />Figure 4A. <br />The detailed estimate of the cost of reclamation at the planned operations required to <br />be covered by the performance bond, with supporting calculations, is found under Rule <br />3. <br />As discussed in detail in Section 2.05.3, the mining method planned by the Bear Coal <br />Company is an underground method known as room and pillar mining. The area <br />encompassed by the planned surface facilities for the Bear No. 3 Portals is shown on <br />the Mine Facilities Map (Map 10).
