Martin <br />Executive Director <br />Dick Wolfe, P.E. <br />Director/State Engineer <br />We have received your letter of December 12, 2009, requesting a substitute water supply <br />plan to cover depletions caused by the Shores Gravel Pit ("Shores pit" -WDID 0505500), <br />operated by Hall-Irwin ("Applicant'). The required fee of $257.00 for the renewal of this substitute <br />supply plan has been submitted (receipt no. 3643800). The original plan was approved on May <br />21, 2001 and, it was most recently renewed on September 30, 2009. <br />Plan Operation <br />This plan seeks to replace depletions resulting from mining operations at the Shores <br />gravel pit for 2010. The depletions that results from the mining operation are evaporation, <br />water lost in mined product, concrete batching, dust suppression and dewatering. Cell A, B and <br />C were initially dewatered and dry mined. A slurry wall was constructed around cell A and B and <br />lining for these cells was approved in January 2007. A slurry wall was constructed around cell C <br />however lining is currently not approved. During the period of this plan dewatering will occur <br />only on cell D. The proposed replacement sources are net accretion credits at the river that <br />occur due to the dewatering operation at the site (cell D).These accretions are applied to this <br />plan against the evaporation and operational depletions at the site. The applicant has bonded <br />through the Division of Reclamation Mining and Safety for final reclamation of the site. <br />Depletions <br />Currently 4.6 acres of ground water surface is exposed at the Shores Pit within the <br />settling pond (4 acres) and the dewatering trenches (0.6 acres). Ground water from the 4 acre <br />silt pond is used for washing aggregate, dust control and concrete batching. Annual <br />evaporation from the 4.6 acres was estimated to be 12.28 acre-feet however, computation of <br />evaporation under this plan was reduced during the ice covered period which reduced the net <br />evaporation depletions to 11.57 acre-feet. You have assumed the ice covered period to occur <br />during the months of January and December, based on the average temperatures of 26.9°F for <br />January and 28.6°F for December; taken from the Longmont weather station.
