III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Janet Binns and Rob Zuber of Colorado Division of <br />Reclamation, Mining and Safety. The mine is a reclaimed surface mine with a reclaimed load out just <br />south of the town of Walden. The weather was cold and clear. The load out and access road was snow <br />covered with 12-18 inches of snow. <br />Records: Mine records were accessed and verified at the NWCC office in Steamboat Springs. <br />Roads: The load out access road was snow covered and drifted, and vehicle access was attempted. <br />Drifts were too deep so access to the Load out continued via snowshoes. <br />Access to the remaining reclamation parcels at the mine site was attempted. The access road from <br />Jackson County Road 12E to the facilities pad had not been plowed, nor was there evidence of vehicle <br />traffic on this road since the snow pack became established. The drift at the intersection with the county <br />road appeared to be 2 to 2 % feet deep. Travel down the access road to the gate was not attempted due to <br />the snow drifts. <br />Hydrologic Balance: The load out pond was frozen, snow covered, and was not discharging <br />Support facilities: There has been no new activity at the load out. No problems noted with the load out <br />pond or with the reclaimed load out area. <br />No problems were noted with the load out, the remaining reclaimed parcels at the mine site were <br />inaccessible. <br />3 of 5 WHITE - File YELLOW - Operator PINK - Specialist
