Section 1.5: The Plan indicates that the applicant proposes to modify or eliminate certain <br />requirements of the Regulations (e.g., daily cover, monitoring for explosive gases, 30-year <br />post-closure care period, etc.). Pursuant to the requirements of-Section 1.5, the Plan must <br />specifically include a waiver request listing all provisions of the Regulations for which a waiver <br />is being requested. The waiver request shall include sufficient technical information in a clear <br />and concise format to justify the applicant's request. <br />2. Section 1.7.4: If Adams County issues a CD for this project, all inert materials will be subject <br />to the solid waste user fee. The Plan does not provide sufficient detail regarding measurement <br />and accounting for materials subject to the solid waste user fee. <br />3. Section 1.8: The Plan must include detailed written closure and post-closure cost estimates <br />pursuant to the requirements of Section 1.8 of the Regulations. <br />4. Sections 2.1.2, 2.1.12, 2.1.13, and 2.1.14: The Plan does not adequately address waste <br />characterization and screening procedures. The Plan must include a detailed waste <br />characterization plan and a contingency plan for handling any hazardous waste or unacceptable <br />solid waste that may get unloaded at the site. The waste characterization plan must be detailed <br />and specific regarding prohibited waste types. <br />5. Sections 2.1.4 and 2.1.15: The proposed groundwater monitoring program is inadequate. <br />6. Section 2.1.6: The Plan does not adequately address stormwater control. <br />7. Section 2.1.11: The Plan does not adequately address the operational controls and procedures <br />pursuant to the requirements of Section 2. 1.11 regarding facility closure during high wind <br />conditions. <br />8. Section 2.1.17: The Plan does not provide adequate detail to ensure that solid waste is not <br />placed into groundwater, and/or the Plan does not provide an adequate waiver demonstration <br />for this requirement. <br />9. Section 2.1.18: The notification provisions in the Plan do not meet the requirements specified <br />in Section 2.1.18 of the Regulations. <br />10. Section 2.2: Groundwater monitoring shall be conducted pursuant to the requirements <br />specified in Section 2.2. <br />11. Section 3.1: The Plan does not adequately address all of the location restrictions and site <br />standards specified in Section 3.1. <br />12. Section 3.2: All portions of the facility design and investigations must be reviewed and <br />stamped by a Colorado-registered professional engineer or professional geologist.
