EFCI Southfield Mine - 2009 Annual Hydrology Report March 10, 2010 <br />3.3 Surface Water Monitoring Results <br />Mine Area <br />The mine and adjacent areas fall within the lower portions of the Magpie and Newlin Creek <br />drainages and encompass the central portion of the Second Alkali Creek drainage, all of which are <br />tributary to the Arkansas River. Newlin Creek is a perennial drainage above the mine permit area <br />and to the diversion point for the City of Florence Municipal Water Supply. Within the mine <br />permit boundary, flows in Newlin, Magpie, and Second Alkali Creeks are all ephemeral (refer to <br />Section 2.04.7 of the Southfield permit application for more details). EFCI monitors any <br />significant stream flows in Newlin, Magpie, and Second Alkali Creeks, and also monitors any <br />storm water runoff discharge from the two remaining sedimentation structures. <br />In the mine site area, the current surface water monitoring program includes the following <br />monitoring stations, located as shown on Figure 1, Mine Monitoring Locations: <br />Station Location <br />NC-2 E%zSE'/4, Sec 26 <br />NC-1 W'hNE'/4, See 19 <br />MC-1 E'hNW'/4, Sec 30 <br />MC-2 W%2NE'/4, Sec 30 <br />SA-1 E'hNW'/4, Sec 24 <br />NPDES 002 E'/zNW'/4, Sec 30 <br />NPDES 004 W'/2SE'/4, Sec 19 <br />Designation <br />Newlin Creek (Upper) <br />Newlin Creek (Lower) <br />Magpie Creek (Upper) <br />Magpie Creek (Lower) <br />Second Alkali Creek, near MW-65 <br />Pond 4 (outfall to Newlin Creek) <br />Pond 5 (outfall to Magpie Creek) <br />Two sediment ponds and associated stations (001 and 003) were removed and reclaimed in <br />conjunction with final mine reclamation activities. In Addition, EFCI no longer includes previous <br />monitoring data from the single monitoring point that existed on Newlin Creek prior to second <br />quarter of 1997, when the two current monitoring points were established. <br />Surface water monitoring is conducted on a semi-annual basis, typically in April and December. <br />Field and laboratory analysis data for surface water monitoring stations are summarized in the <br />following discussions. Stream flow measurements since 1999 are provided in Table 8, and field <br />and laboratory data for the reporting period are provided in Appendix B. No NPDES discharges <br />from ponds occurred in 2009 so there is no corresponding field or analytical data enclosed. <br />Early spring rain/snowfall events provided relatively small, short duration flows in Newlin Creek, <br />and water samples were obtained. Dry creek beds prevailed in Magpie Creek and in Second Alkali <br />Creek throughout the reporting period. Historic field and laboratory water quality data for the <br />surface water monitoring stations on Newlin, Magpie, and Second Alkali Creeks are summarized in <br />Tables 9, 10, 11, 12 and 13. The two sedimentation ponds (Ponds 4 and 5) did not fill to the point <br />of discharge during 2009, but did contain small pools in the 2' and 3rd quarters from rain events. <br />A review of the April sample data from both Newlin Creek monitoring points indicates missing <br />2009 AHR.doc WP Page 16
